1989 Ford Bronco II Malfunction - Fuel System

Question: i have a 1989 bronco 11 4x4 automatic with a 2.9 litre engine. my fuel gauge always reads full. there is a new pump in the tank and alll fuses are good. i even diconnected all the wires leading oto the pump, and even though it doesn't start the gauge still reads full, the truck runs great except for this one problem, can you help please
