1990 Ford Escort Won't Start - Fuel System

Question: With ignition on - no relay noise for fuel system. Just before fuel pump - no fuel comes out of the line when cranking. What next? The problem has progressed from hard to start - had to jump to start so replaced battery. No, no relay noise when turn key on and no start - no fuel to filter.

Technican: The first thing to do is verify spark to the spark plugs. Is there spark?

Owner: Yes there is a spark. The only thing missing is fuel. If we spray "starter fluid" the car starts and stops within a few seconds. We removed the fuel line on the bottom of the fuel filter (passenger side fire wall) and I cranked a few times - no fuel coming out of the line. Also tried to reset the inertia thing in the trunk area (hatchback) - button remains down at all times - I did do the depressure procedure - unplugged the inertia switch, cranked for 15 seconds - then plugged the inertia back in - button stayed down the whole time - but I pushed anyway - no movement.. No sound from the fuel relay when the key is turned on - this began yesterday.

Technican: Check fuses. If you have a matching relay, swap it with the fuel pump relay and see if the pump runs now.

Owner: We don't have a matching relay, is there another way to check, the Hanes manual is somewhat clear as mud..... - where is the fuel pump relay? What about that inertia switch?
