1998 Ford Ranger Won't Start - Ignition System

Question: The truck shows lights on the dash but wont turn over .The start relay is new and clicks when the key is turned. The switch on the clutch pedal is new and when the key is turned and the clutch pedal is depressed the relay clicks but won't turn over.

Technican: The first thing that needs to be ruled out is the battery. You can check the battery with DC Voltmeter. A fully charged battery will read almost 13 volts. If the battery reads under 12 volts it needs charging or replacing. If you remove the battery many autoparts stores will test it free of charge. Owner: When the truck does start it is with no effort. The battery is fully charged. When the truck won't start I turn the lights on to see if there is any strain. There is none.
