Technican: Hello, I'm thinking a normal vacuum reading at idle would be around 17.5"
Fast idle can be caused by the throttle or cruise control cables not allowing closed throttle. Coking inside the throttle bore can prevent the butterfly to close against the bore. Idle speed control may be sticking and need cleaning.
Have you looked over these areas?
