1995 Ford Thunderbird Malfunction - Heating & Cooling System

Question: Car overheated, smoke coming from radiator fan. I replaced the fan and cowling, but engine still overheats. Hi amp fuse is OK. It appears that the fan will not turn on. Fan was new.

Technican: Hello, I'll try to help! Usually, if the A/C is not on, the coolant temp. sensor is monitored by your engine's computer. When a coolant temp. of around 230 degrees F is detected, the computer signals the coolant fan relay to close and the fan motor receives power to run from the relay. If the A/C is on, one cooling fan runs all the time as a sensor monitors refrigerant high pressure and calls for one fan on to keep the pressure within design limits. Cooling fan relays are in a black box under the hood. There are up to three of them, all controlled by the computer. You could replace them and see what happens. With each relay removed, there should be 12vdc on two of the connector socket wire (key is ON) terminals for each cooling fan relay. Your thoughts?,
Owner: There are two relays under the hood in the hi-current fuse panel. If my owners manual is right these relays are for the ABS and the horn. The only other evidence in this fuse panel is a 60a fuse that is designated by the manual to be for the blower motor. I assume the blower motor is for interior heating, in which case 60A seems like a lot of juice. If this is actually for the fan motor it also appears intact. Is there anything else between the fan motor and power like a sensor? Either my manual is wrong or I am looking in the wrong place altogether.
Technican: Tomorrow the 30th, after a dr. appmt, I'll get to my resources and get a more defined picture of what to suggest. What engine do you have, please?
Owner: 4.6 V8 16 valve
Technican: The 1995 4.6 V8 in the Thunderbird has a INTEGRATED RELAY CONTROL MODULE that powers your cooling fan. It is a black box near enough the cooling fan motor you should be able to trace the wires back from the fan motor to the module. The connector for the module has 22 wires shown in the schematic diagram! Both the dark blue and the brown/orange wires from the fan motor go back to the module. The black wire is ground. The module is powered by fuse link #5 (a 60amp) and fuse link #13 (a 2 amp) both of which should be in that fuse/relay panel you found under the hood. If these fuse links are good, then it is reasonable to believe the smoking fan motor that failed took the module with it. Your turn,
